No I think she is being a bit "over paranoid"..unless she has seen this happen every day. Or that she finds herself as a target. Could just be she is seeing a normal drug drop off and as she said..the road goes nowhere..so that would be a prime place to exchange drug deals while you have a look out. My opinion..but it's typical of drug supplier to have a look out.
